	TMDL Studies & Implementation Total Maximum Daily Loads (TMDLs) is the new buzz, but we’ve been using this same approach since 1992. The TMDL approach shifts decision making from regulation-based to performance-based. In other words, decisions on water quality improvement actions are based on if they make a difference, not just for the sake of consistent regulation.
